I have built two floors in my property and that since about 17 years and we are living as a family inside the place. One of my sons is thinking to get married in sometime, can I proceed adding a floor to the construction and the most important can you tell me what are (nowadays) the papers and procedure I have to follow.

I am Lebanese, but I hold as well a French nationality and I am a student in final stage in some university there. I am planning to do my PhD (2014)

I live in Jdeideh Lebanon ..., since some months my new neighbor in the building is parking his car in a in a way that is not allowing me to park my car in the place reserved for it (since 7 years), I asked him several time to not repeat this, but his always doing so (from time to time not daily) and so I cannot park my car in the place reserve for it.
What can I do? Can I present a case against him because his blocking my parking when he parks his car…. Where we present the case? What is the cost of the lawsuit?
