first of all, you should get a permit from the authority that gives the permissions for such things means the telecommunications regulatory authority, its the authorised entity to delivers such permits.
and as i know it needs a decision from the council of ministers to adda a permit to the other permits delivered.
if you find you will be able to get the permit , then you should establish a company.
this company could be a limited liability or anonymous.

and as by law there is no limitations in the number of companies that can be sell the internet,
if the the person that had presented the demand didnt get a positive answer ( providing he fills all the requests). for sure he can go to the court.
